Centers for Independent Living (CIL) promote the self-reliance of individuals with disabilities through education, advocacy, training and support. The core services provided by all CILs are: individual and systems advocacy, information and referral services, peer counseling, independent living skills, and deinstitutionalization. For satellite office locations, call or check the individual CIL websites. Centers may be able to provide services statewide. 

There is no center for independent living in Horton.

Overview

Services for people who are blind or visually impaired are provided through a contact from the Vocational Rehabilitation Services to three groups: Alphapointe Association for the Blind, Kansas City; Envision Vision Rehabilitation Center, Wichita and a consortium of independent living centers headed by Prairie Independent Living Resource Center, Hutchinson. These groups provide services to support independent living and employment. These groups increase capacity in specialized areas such as orientation and mobility, rehabilitation teaching, independent living skills training, Braille instruction and assistive technology.

Community Developmental Disability Organizations (CDDOs) are the single point of entry for an individual or family to obtain services through the developmental disabilities system in Kansas.  CDDOs are responsible for determining whether a person qualifies for services, working with the person and/or the person’s family or guardian in choosing from service options and referring those persons to other agencies if additional supports are needed.

Kansas Long-Term Care Ombudsman Program’s purpose is to ensure that residents of long-term care facilities receive quality care. The Ombudsman serves as a resident advocate who seeks to promote individual rights, dignity and independence. Ombudsmen are volunteers who provide support and assistance with problems or complaints involving residents of long-term care facilities.

The Aging and Disability Resource Centers (ADRC) are designed to empower older adults and persons with disabilities to make informed choices about their services and supports. This will streamline access to those services and ensure their individual needs will be met.  The ADRC can refer individuals to an array of in-home, community- based and institutional services, as well as provide decision-making support through a service called Options Counseling. The ADRC is a trusted source of information where people of all agencies, abilities and income levels and their caregivers can go to obtain assistance in planning for their future long-term service and support needs.

Overview

The Kansas Department of Commerce, with grant funding from the U.S. Department of Labor, Veterans Employment and Training Service, offers employment and training services to eligible veterans. For assistance, contact one of these local workforce centers and talk with the Local Veterans Employment Representative (LVER). The LVER is an employment specialist who has a large reservoir of information about jobs and education/training opportunities, veterans’ rights and center. The LVER also has information about other services available through other agencies, including veterans’ organizations. Disabled Veteran Outreach Program Specialists (DVOPs) are also available in some locations.

The Ryan White Part B Program in the State of Kansas has been assisting Kansans living with HIV before the enactment of the The Ryan White HIV/AIDS Treatment Modernization Act of 1990. The program assists with medications through statewide AIDS Drug Assistance Program (ADAP), medical case management, primary care services, dental care services, mental health and substance abuse services through the House Opportunities for People with Aids (HOPWA) program.  

The purpose of these funds is to provide care for persons living with HIV infection who are not covered by public or private sources.  These resources assure that all Kansans living with HIV infection throughout the state have access to the resources to monitor, adhere, and treat infection, in order to achieve the highest quality of life possible.

Overview

Community Mental Health Centers (CMHCs) are the local coordinating agencies for delivery of public community-based mental health services. CMHCs are administered under the Kansas Department for Aging and Disability Services (KDADS). CMHCs are person-centered, value-based providers of mental health and support services for Kansans with mental illness. They assist people with mental illness in living healthy, successful and self-determined lives in their homes and communities.

Overview

Senior Health Insurance Counseling for Kansas (SHICK) is a free program offering older Kansans the opportunity to talk with trained community volunteers and get answers to questions about Medicare and other insurance issues.

PACE is designed for seniors with chronic care needs and their families to allow qualified individuals the opportunity to live in their community for as along as possible.  PACE uses Medicare and Medicaid funds to cover all medically necessary care and services.  Consumers can be enrolled in either Medicare or Medicaid, or both, to join PACE.  They can also pay for PACE privately, if they do not have either.
